I personally know of no idiomatic expression in English that has this meaning.

Is "nicht schön aber selten" something you say to someone's face when you don't like their newly aquired object and you want to tell them its ok but not exactly to your taste, or is it rather something you say to a third party behind the owner's back to indicate that it was ugly but the owner had no clue?

Brett, ich denke Deutsche sind möglicherweise in ihrem Freundeskreis ehrlicher/drastischer als Menschen im anglophonen Bereich und erlauben sich eher, Ihrer Meinung Ausdruck zu verleihen, selbst wenn das für den Angesprochenen nicht schmeichelhaft/erfreulich ist. Den Spruch würde ich allerdings nur verwenden, wenn ich ganz sicher wäre, dass es mir der andere nicht übel nimmt, er ist schon deutlich abwertend.

"nicht schön aber selten" is a common phrase where I came from.
I wouldn't say it to my friends' faces. Other people? Depends on the situation and how mean they look ;-)

Zwar keine feststehende Wendung, könnte aber funktionieren.

Maybe something along the lines of, "Well, at least that's not something you see every day..."?

Eine mildere, im Englischen passende Version wäre "That's (certainly) quite something!" (hier wird die offene Kritik aber auch ein tatsächliches Lob vermieden, die Bedeutung ist ganz ähnlich).
