    You can't really call an entire city a "hood." I'd probably just say Dublin isn't dangerous or a dangerous town/city.

    A 'dangerous patch' might be on a similar diction level, but I'm not sure that would be as understandable as something less humorous.

    #2 - Yes, I didn't read properly when I checked that idea of mine. Many links mentioned Detroit, but none of them meant Detroit as a whole, they all only referred to particular parts of the city as I have realized by now.
