Tough one! No suggestions for almost 2 hours!

The only solution I can come up with, depending on the context though, is to perhaps use one of the following: Focusing on, Introducing, Emphasising.

I hope better suggestions will come in soon!

I am not so shure about this because its something that has not been dealt with before (in this case), but "introducing" might not be heavy enough. Has anybody else ideas?

Mit der Satzstruktur bin ich allerdings weder im Deutschen noch im Englischen zufrieden. Mehr Kontext wäre hilfreich.

Es geht um die Thematisierung der Gleichberechtigung als eigenständiges Thema und nicht im Zusammenhang mit Massnahmen der Armutsreduzierung und anderen notwendigen politischen Massnahmen. Dieses Thema sollte in der öffentlichen Politik thematisiert werden aber auch gegenüber anderen politischen und ökonomischen Akteuren angespreochen werden.
