I take it with "Boeden" you mean "floors". Then it's either "to sand the floor" or to "remove the sealant, or sealing compound"

Bsp.: Entsiegleung von Verkehrsflächen, von Industrieflächen etc.
so dass der Boden wieder frei ist von der Bebauung/Straßen etc. und wieder nutzbar ist

Entsiegelung is a term used in land use planning (see the Baugesetzbuch) and is hard to translate with one word into English. As an example - a builder wants to build on a particular site but this will mean that he is now covering the earth (which allowed water to seep through) with structure - thereby sealing up that ground (Boden). The planning legislation requires him/her to "entsiegeln" or unseal or uncover a comparable piece of property nearby. This retains the amount of land in the municipality that is not covered with structure and helps to maintain the level of the water table.
