    Subject

ich bin morgen den ganzen Vormittag telefonisch zu erreichen

    Context/ examples
Kontext: Es geht um ein Telefongespräch. Derjenige hat mich heute nicht erreicht und fragt jetzt wann er am besten anrufen könnte. Grundsätzlich bin ich ja immer erreichbar, würde deshalb sagen morgen den ganzen vormittag über würde passen

You can reach me (by phone) any time tomorrow morning.
I'll be in the office all morning tomorrow and would be glad to talk about it any time.
I can be reached tomorrow throughout the morning. (rather stuffy; it's usually best to avoid the passive when possible)

We usually tend to use a stock phrase such as 'in the office' or 'available' rather than 'reach' or 'by phone' (though those are also perfectly understandable). It's assumed that if you're in the office you're reachable by phone, because 'in' is the opposite for the euphemism 'out,' which may not mean literally out, just unavailable. You could also say something like 'Tomorrow I'll be returning calls in the morning, but I'll be in a meeting / out of the office / away from the phone all afternoon.'
