    Nein, und "in order to" ist sowieso völlig überflüssig und ein reines Füllsel.

    'in order to' is not a unnessessary filler, it gives very clear, unambiguous information to the reader.
    however, whether or not to use a comma depends on the further sentence structure. Keep in mind that using commas or not depends not only on the language but also on the country where the language is spoken (the rules in the US are different from those in the UK, or in NZ, for instance).
    Just follow your instinct: if 'in oder to' starts a qualifying subsentcence, use , before and after this subsentence, otherwise, avoid overuse of comma.
