"Bend your legs" just means that you put them in a position where they are not straight. Flexing them means moving them about (not necessarily just at the knee), rather than keeping them in a certain position - usually we say "flex your muscles".
Anstellen would be described as "lying on your back with your knees bent (and feet flat on the floor)".
