ich hätte einsichtig auch ähnlich wie Du übersetzt, aber im deutschen Text steht "Regelung" und nicht "Regierung".

begreiflich is a good synonym. "Einsichtig" means that anyone else checking the situation and the target understands why that specific rule was chosen.
"Nicht direkt einsichtig" means that you need a lot of additional explanations (and excuses) about history, environment, constraints... explaining why this crazy solution was used.(DE)

1. Einsicht habend, vernünftig, verständnisvoll
2. verständlich, leicht einzusehen (--> nachvollziehbar)
