In respect to 'innerbetrieblich' you are spoiled for choice:

Dictionary: innerbetrieblich* . . .

'innerbehördlich' is (basically) the same, except it refers to the going-ons inside of a 'Behörde':

Dictionary: Behörde . . .

Why not look at something like:

....the organisation within the company or the government agency....

or "internal org. of ..."?
