Leitlinie = guideline
Richtlinie = directive

Guideline and directive are largely synonymous. I think Leitlinie and Richtlinie are also largely synonymous. A directive is generally more official and often legally binding. There are some instances where one is always used (such as European Directive) but very often they can be used interchangeably (but consistently within the same text of course).
