Be careful, the term "German disease" in English usually means syphilis, not circulatory problems!!!
Agree that "poor circulation" is not appropriate here - one has poor circulation in e.g. fingers
Bunjes Wörterbuch der Medizin und Pharmazeutik gives
Kreislaufschwäche f. vasomotor ataxia, circulatory debility, circulatory insufficiency
but none of these three seem to fit what you describe.
"vasomotor ataxia": a form of autonomic ataxia causing irregularity in the peripheral circulation, marked by alternations of pallor and suffusion, due to spasm of the smaller blood vessels.

"circulatory debility" is an outdated term
"circulatory insufficiency" may be regional or generalised - but then more related to trauma or shock.
Is "Kreislaufschwäche" a form of orthostatic intolerance?
