    nur ein kleiner tip: das program "word" erkennt Überschriften und kringelt fasche groß/kleinschreibung als Grammatikfehler an (natürlich muss die sprache auf englisch gestellt werden)

    This is a tricky question that has plagued editors, journalists and translators since time immemorial :-) The answer is that there are several answers - as many as there are style manuals, basically. The AP Style Guide would have you capitalize every single new word, regardless of its length and function in the headline. so, A) in your question.

    In my experience, the above would be the most common usage, i.e. do not capitalize of because it is too short and not an operative word.

    The capitalization in headlines was our very first topic at this year's ILC.

    I'll just quote my notes...

    In title, capitalize all words _but_:

    - prepositions
    - articles
    - co-ordinating conjunctions
    - "to" of an infinitive.
