I want to say that my english has gotten/become rusty over the years, therefore it is not quite as good as it was before and I hope to slowly pick it up until it's perfect.

That's fine, and to my ears a better verb tense than #2. You could say 'My English got rusty when I was (living in China).'

Or 'has GOT rusty' if you're writing to British friends -- otherwise they'll think your English has become both rusty and Americanized. :-)
