    I would say,"Hasn't a new school been opened?" aber wenn ich keine Kontraktion benuzen wollte, würde ich die Wortreihenfolge ändern: "Has a new school not been opened?"

    I would still change the word order when not using the contraction.

    Hasn't a new school been opened?

    Has a new school not been opened?

    Has not a new school been opened? klingt in meinen Ohren sehr veraltet.
