"Kassensturz" means the checking of the balance in hand (e.g. in a supermarket or in a bank) after closing-time...

„Kassensturz“ is not primarely used in terms of the every-day check of money in cash at retail stores or banks (that would be „kassenabrechnung“), but for the audit on the occasion of a suspected mistake. It’s not neutral. I suggest „strict [financial] check-up“ (should implicate the need for it) or „recount of money“, though the latter may not fit in the offensive speech of an opposition’s politician.

I disagree... in my opinion "Kassensturz" is a neutral expression - maybe it's used sometimes in a negative context.

Für Martin S: In Banken wird das Wort Kassensturz nicht für die tägliche Aufnahme benutzt (falls sie denn gemacht wird), weil es in der Branche nach "Fehlersuche" klingt. Ist aber auch egal, weil damit unserem Freund nicht geholfen ist. Gerade Deine Quelle weist ja auf die übertragene Bedeutung hin. Eine neue Regierung spricht nie neutral vom Kassensturz, deshalb brauchen wir einen kraftvoll-kritischen englischen Ausdruck. Ich finde meinen "strict check-up" immer noch gut.

Thanks for your input. It helped me get the gist of the word. I think IŽll use "go over the finances with a fine-tooth comb" unless someone else has something catchier in English. "Strict check-up" really helped, but sounds too deutsch in my opinion.
