I think a service charge is generally a finance charge (e.g. on a returned check.) I associate 'Nebenkosten' with utilities, i.e. the non-rent costs of an apartment, usually city or county utilities

I'm sorry, but I disagree.
I regularly translate for an international firm of real estate consultants, and that is what they call Nebenkosten: service charges.

But the example is a private apartment, not international real estate. I work for a US company in Germany with 40 employees each of whom rents privately. If they understood their 'Nebenkostenabrechnung' as a service charge they would (rightly) understand it as the fee the landlord was charging them to produce the statement, not for the items in the statement itself, i.e. the utlities.

I agree with Roger. The expression "service charges" calls to mind those pesky fees that one is charged for.....well, basically NOTHING, to be honest. My bank back in the U.S. has service charges for a mind-boggling number of services, as do many companies.

The "Nebenkosten" here have to do with the utilies associated with renting an apartment, i.e, gas, power, water, sewerage, etc.

Have you thought about the fact that "service charges" may be British? You both refer to American usage.
Nebenkosten includes much more than just utilities charges - for instance insurance, caretaker, local authority charges ...
We are probably not going to find one term which is applicable everywhere, though.

Call them additional charges or expenses, if you wish, and try googling for "service charge"+apartment
or for "OSCAR" + real estate (OSCAR is an acronym for Office Service Charge Analysis Report) if you want to find examples of service charges being used for Nebenkosten in Britain.

As the system for charging rent and associated costs isn't quite the same in the UK, wiht most tenants paying their bills directly to the utility company (gas, electricity, water, telephone etc.) it may, as in this example, mean all or some of those bills. Obviously, in this example it is referring primarily to gas & electricity.

Ich arbeite für eine Abrechnungsfirma, die auch in USA tätig ist. Bei uns heißt das einfach "billing" und dann genauer was gebillt wird: billing of heat, water, electricity.
